Quebec Streamlines Administrative Procedures for International Recruitment: What's Changing?



As of December 11, 2023, the Ministry of Immigration, Francization and Integration (MIFI) has introduced the Electronic Transmission of Applications (ETA) for the Regular Skilled Worker Program (RSWP) and the Temporary Foreign Worker Program (TFWP). This initiative aims to simplify international recruitment by accelerating immigration procedures.

The introduction of ETA could offer significant advantages for employers.
First, it would enable a dematerialized labor market impact assessment (LMIA), thus simplifying international recruitment by allowing employers to submit an LMIA application even before identifying a specific foreign candidate.
This efficient approach would save a considerable amount of time.

Furthermore, the ETA service provides a secure platform for transmitting applications and documents, paying applicable fees, communicating with the Ministry, and tracking files. Notably, a significant change is that employers will no longer receive a paper copy of the Quebec Acceptance Certificate (CAQ) for workers, but rather a CAQ attestation letter accessible via their online profile.

From now on, employers can submit their LMIA applications for Quebec, their temporary selection applications for the TFWP, or their job validation applications for the RSWP online at any time.

ETA will become mandatory as of January 22, 2024, with the exception of agricultural employers and home care providers.
